If I recall correctly, the instructions for participating in the dialogue suggested having our microphones on mute and click the raise hand button if you wanted to speak. This suggestion was not followed at the last dialogue. I think it is rather difficult to have a conversation with 20 people, so some kind of protocol like raising hands might be a way to avert chaos. Doing this may also allow more timid people a chance to get a word in edgewise.
