Maybe we should start by looking at it in terms of reward/punishment.
For me the answer is yes.
Not explicitly, but implicitly. That is: to me it is a self-conditioning based on experiences (our own or heard from others) of reward/punishment that we (or others) have had from any previous action.
For example, let’s say a child breaks something for the first time that he doesn’t know is valuable to others, so he doesn’t think anything of it. Then, when his parents become aware of it, they admonish him and punish him for it. At that point the child is not directly told to worry next time, but most likely the next time he breaks something he will worry in anticipation of possible punishment. If that happens, the pattern/self-conditioning is already stored and will emerge in due course in future life situations (whether as a child or as an adult, and whether one has experienced a similar situation oneself before, or has heard the experiences of others in similar situations).
